Who Sets Utility Rates?
In Indiana, utility rates are reviewed and approved by the Indiana Utility Regulatory Commission (IURC).
Before rates can change, utilities must go through a detailed process that includes:
- Financial review and audits
- Public filings and testimony
- Regulatory oversight
- Opportunities for public input
This process is designed to ensure rates are fair, reasonable and support safe, reliable service.

Who decides utility rates?
Utilities must file a Rate Case requesting a change to their rates. These filings include enormous amounts of supporting documentation that is reviewed by the IURC, and ultimately approved by them.
