About Us

OVGC is an investor-owned utility which provides natural gas distribution and transportation services to residential, commercial, industrial and governmental customers in 16 Indiana counties and 1 county in Ohio. OVGC, and its wholly owned subsidiary, OVGI, are operated under rules and regulations established by the Indiana Utility Regulatory Commission (IURC), the Public Utility Commission of Ohio (PUCO) and the U.S. Department of Transportation.

The Company was founded in 1943 in Tell City, Indiana and has grown, via several acquisitions of existing utilities and numerous pipeline extensions, to provide service to more than fifty communities in central and southern Indiana and several small communities in Ohio. The company’s various distribution systems are all connected to interstate pipeline systems operated by either Texas Gas Transmission, LLC. a wholly owned subsidiary of Boardwalk Pipeline Partners, LP or ANR a TransCanada company.

Scott Williams

Executive Vice President and CEO

Scott has over 30 years of management experience, eight years of that as General Manager and CEO of Ohio Valley Gas and the remainder at Delco Electronics. Scott has lead the OVG team through numerous milestones and continues to provide the direction for future growth.
He graduated from Rose-Hulman with a bachelor’s degree and continues to pursue training in numerous leadership and employee development courses.
Gregory Roach

Gregory Roach

Chief Financial Officer

Greg was hired as OVG’s Chief Financial Officer in April 2022. He has more than a decade of experience in senior management roles with focuses around forecasting, business planning, regulatory affairs and corporate financial close processes. Greg is recognized as a regulatory expert witness in several issues, including capitalization, rate design, load forecasting and utility service affordability. He has a bachelor’s degree from Indiana University and a master’s degree from Butler University.

Vice President and Chief Engineer

Greg has 20 years of Project Management, Estimation, and Design Experience in Industrial and Construction Settings, and more than a decade of natural gas design, planning, and implementation experience. He is a Registered Gas Distribution Profession through the Gas Technology Institute. Greg is responsible for all infrastructure improvements, replacements, additions, Integrity Management projects, Regulatory Compliance activities, Federal and State Pipeline Safety Reporting, oversight of IURC audits, Safety Programs, Operator Qualification Programs, Regulator Station design, and Metering Station design. In addition, he is also responsible for the preparation of project estimates, as well as preparing a projected construction budget.

Director of Human Resources

Scott graduated from the University of Notre Dame and continues to actively pursue licensing and training to consistently advance his HR and Leadership knowledge.
Scott has over 25 years of experience working in the Human Resources arena. He has worked with small and large companies,y’s ranging from 1-10,000+ employees. His direct involvement in human resources started back in 1997 with ADP and continued to the next level via his various roles in the Professional Employer Organization (PEO) space. He is certified as a Professional in Human Resources (PHR) through the Human Resources Certification Institute as well as being a Certified Professional (SHRM- GP) through the Society for Human Resources Management. Scott is an expert in Employee Benefits including being a licensed insurance professional in the State of Indiana. Scott’s professional passion is in the area ofin Change Management and Team Member/ Leadership Development. ScottHe graduated from the University of Notre Dame and continues to actively pursue licensing and training to consistently advance his HR and Leadership knowledge.
